We have received this update on the project from Baltimore County Natural Resources Specialist Doug Rowland, who writes:

  • We have selected Meadeville Land Service, LLC, as our construction contractor via an on-call contract. This avoids additional delays that would be associated with bidding the project. MLS has a great track record of successful projects with Baltimore County and other large, nearby jurisdictions and is currently finishing up a project just west of your community (near Cromwell Valley Elementary).
  • MLS plans on beginning to mobilize to the site the week of August 7. Heavy construction will not commence straight away. They will likely start with subcontractors (likely DMW and Empire Landscape, LLC), who will perform site layout and install orange safety fence as a perimeter control, in addition to other measures that can be done predominantly by hand work. As a reminder, the orange fence delineates the permitted extent of work so no tree felling, grading, or stockpiling should take place outside of this.
  • Once safety and sediment controls are in place, MLS will begin by removing selected vegetation and putting in access paths.
  • They will likely begin heavy construction on the downstream side of Brook Meadow Drive, and work on upstream areas later, although this is subject to change. Some projects’ permits require very specific phasing of construction, that is not the case here, so we have some additional flexibility.
  • Safety controls will not necessarily be installed in all areas far in advance of the work there. In other words, if a stretch of stream will not be constructed until later this fall or winter, we may delay installation of fencing and access paths there.
  • Either myself, Eric Duce (the assistant project manager), and/or a representative from the consulting engineer (McCormick Taylor) will be on site for part of the day most days during active construction to provide technical oversight. 
  • We intend for all in-stream construction to be complete by March 1, 2024, followed by site breakdown/cleanup and landscaping.
